How many Pokémon have NO figure at all?

65 of 1025 species (6.3%) have no figure from any brand — not Tomy, not Bandai, not Zukan, not even bootleg. This is different from /huecos-tomy, which lists Pokémon with no Tomy figure but that DO have one from another brand.

Why would a Pokémon have no figure at all?

It usually happens with very recent Pokémon (merch hasn't caught up yet), unpopular regional/alternate forms, or limited-distribution legendaries/mythicals brands haven't covered yet. It doesn't mean one will never exist — the catalog updates as new merchandise ships.
