The story
RUMOR — UNAUTHENTICATED PROTOTYPE. According to a collector in the pkmncollectors community, Jakks Pacific sculpted this figure for the Black & White (Unova) line and NEVER RELEASED it — see the Tranquill grail for the full context of the cancelled line. This piece was bought for US$15 on ALIEXPRESS in a lot of 4 assorted figures (only 1 of the 4 was as advertised). The buyer cites the molded stamp «© 2012 Pokemon, JAKKS CHINA» under the figure as proof of authenticity. ⚠️ Why it's NOT confirmed, and why the stamp isn't proof enough: a recast (a copy re-molded from a real specimen) reproduces that stamp just as well as it reproduces the claws, because it's sculpted into the piece, not printed separately. And "leaked never-released prototype" sold on AliExpress is exactly the highest-risk pattern for recasts there is: rarity + desirability + almost nobody with an original to compare against.
